As far as possible , encourage the stevedores to discharge the cargo sweepings after the cargo discharge.
Make the crew of stevedores sweep the cargo residues in the deckhead and bulkheads, while the discharge progresses
If the Bilge of the cargo hold is filled with the bulk cargo, make the crew clean it before the discharge is completed.
Cargo holds will not be cleaned if the next load is the same cargo, clean cargo like steel coil is loaded, not washed because of freezing conditions, vessel is operating in a region where discharge of cleaning water is not possible etc
Cargo holds are sweeped before washing with water. It will help to remove the bulky cargo residues easily.
According to the amount of cargo residues, we should decide if a bottom wash or a full wash is required. Also decide if a wash by automated means or handheld hose is required.
Taking into account any restrictions on discharge of cargo residues , we should decide if washing is to be done at berth, inside or outside port limits.
If we are deciding to discharge the cargo washings in the port, obtain a written permission from the port authority.
When washing the holds wash the hatchcovers, top, bottom and sides. Scrub the compression bar and rubber packing to remove cargo traces, wash the coamings and wash hold deck leads. Wash the hold with saltwater and after completion rinse it with fresh water to prevent the corrosion. Flush the bilges and scrape up loose rust scale.
After washing, dry the holds by ventilating and mopping up by puddles.
When not necessary , do only sweeping instead of both sweeping and washing.
When washing is not possible, scrape and sweep up the cargo and lift it out of the hold.
Bilges should be cleaned, disinfected and flushed.
Thermometer pipes and sounding pipes in the cargo holds should be flushed.
If not used in washing, test the Bilge suctions.
Non- return valves of the Bilge should be tested.
Test the Bilge high level alarms.
After washing, inspect the holds for cleanliness, insect infestation, leakage and damage. If anything found remedies should be taken before the loading.
After completing the washing, bilges should be burlaped and sealed with tape or cement.
If any manhole cover is opened or disturbed, close them.
If required for the next cargo, isolate the hold lighting and lighting in compartments connected to the hold.
Bulkheads and tank top is lime-washed if required for the next cargo.
A paint compliance certificate is to be produced for the paint used, if the next cargo carried is food cargo if the hold is painted or touched up.
In ballast holds, close and secure cover plates for ballast suctions, and open bilge suctions and CO2 injection lines.
